What the draft changesमसौदा क्या बदलता है
- On 6 October 2026 the Ministry of Fisheries, Animal Husbandry and Dairying published the draft Prevention of Cruelty to Animals (Control and Supervision of Experiment, Breeding and Trading of Laboratory Animals) Rules, 2026 (G.S.R. 864(E)), and gave the public 30 days to object.
- Experiments would be graded by how much pain they cause: mild, moderate, severe or non-recovery.
- Each institution's own ethics committee could approve mild and moderate experiments on any species. The central committee, CCSEA, would review mainly the severe ones.
- Animal groups say the rules would let labs get animals from traders and breeders with no limit on species, so pets and community animals could end up in labs, and that open facilities could bring disease and biowaste close to people.
- The draft also writes the 3Rs (replace, reduce, refine) into the rules and adds audits. The objection asks for these to be binding and checked by someone independent.
